G. Bowen to consider certain questions connected with the Police Force. I have now to transmit the observations thereon of Mr. Deane, the Captain Superintendent of Police, who, as will be seen, considers that he has been unfairly censured by the Committee.
2. The Report of the Committee deals with the following principal subjects:
A. The duty of the Captain Superintendent of Police to investigate, in the first instance, all complaints against Members of the Force. See paragraphs 1, 2, 3, and 38.
B. The question how to deal with Gambling, paragraphs 4, 5, 6, 7, 8, 9.
C. The escape of criminals from justice through the constant delays and remands occurring in the Police Courts, paragraphs 15, 16, 17, 18, 19, 20, 21.
D. The necessity of more personal Government and supervision on the part of the Captain Superintendent, paragraphs...
